'Local users and Groups' is not an option after I've completed steps 1 and 2. I can look at 'System Tools', 'Storage', 'Services and Applications' and their subgroups, but I cannot find local users and groups anywhere. Please help! Thanks

Allo people. P4 2.4Ghz, 512MB PC2100 RAM, 80Gb HDD, 8GB's Spare. Graphics : Nvidia Geforce 4 MX440 - Directx 9.0c installed, along with latest nvidia drivers. I am posting on behalf of my sister. I have an administrator account, she has limited access. She tried to install it but failed, so I came over, put my details in and installed it for her on her account, onto the computer. It worked fine. Came back later, and it will not work on her account. However, it works fine on mine.
