windows xp wont shutdown it just restarts whats wrong?help

There must be a failure happening at the time of shutdown, and Windows is set by default to automatically reboot on system failure. Try to disable auto restart on failure (see System Properties -> Advanced -> Startup and Recovery), then maybe you'll get a better idea of what's going on.

Windows XP unable to work with a FAT32 hard drive

This drive should work correctly under XP. There must be something XP doesn't like about your partition. Have you tried backing up the data then reformatting ?

ATi TV Wonder VE, TV is all garbled!!! Help please!

Here are two fixes that worked for me. 1.: Once you have started the TV app, temporarily switch the color depth (i.e. from 32-bit to 16-bit), then switch it back to the previous setting. TV should now appear unscrambled. You have to do this everytime you start TV. 2.: Install the Beta drivers/software (version 7.6) from ATI site. This should fix the problem permanently. It did for me.
