Here's what Microsoft says it is. "LUA_ENCR_DECR_LOAD_ERROR An unexpected return code was received from the OS/2 DosLoadModule function while attempting to load the user-provided encryption or decryption dynamic link module."
YIKES!!! If it were me, I would reformat and do a fresh install of XP. One other guy over at http://www.tweakxp.com Forums is having the same error. You might want to run over there to their forum, do a Search for that number 0x0000008E and read the post over there.
