Is this when you are browsing web pages by any chance at all?
If so, go to Tools -> Internet Options -> Advanced
Tick "Disable script debugging" to remove the "do you want to debug" Untick "Display a notification about every script error" to remove all error messages.
The reason you're getting these messages is cos the web pages you're going to have been badly written and have javascript errors on them.
