seems Microsoft has kept this feature
try it - if your machine is connected to a network try right clicking a browser page - the menu takes a while to appear while in win95/98 it appeared immediately
in my configuration (pIII 750 256mb ram) it can take up to 3 seconds for the menu to appear even when the fade effect is switched off (control panel display settings)
also when choosing from the file dialog (file open in any application) and clicking the drop down menu this can take ages

The only time I have the delay is when I have McAfee installed on that machine. If I don't have McAfee ViruScan installed, I can right click on any browser page (web or otherwise) and get the menu immediately.
