When you say that it is "sticky" or "jolts," do you mean it seems like your PC is stuttering? Check your Device Manager to make sure that everything is functioning properly. Does this happen all the time or only when doing certain things or with a lot of applications running?

Also, check your Task Manager to see if there are any unneccessary processes running that could be hogging your system resources. A lot of new versions of Windows tend to come with installed applications that you probably do not need/want.

It sounds to me like you might have a driver issue with your display adapter or RAM/Virtual Memory issues, but it could also be other things.
