I think the issue might be your video card (and/or the driver that is running it) as neither can handle Direct X 9.0c graphics
What kind of computer are you running?
go to:
START>PROGRAMS>ACCESSORIES>SYSTEM TOOLS>SYSTEM INFORMATION
and copy/paste the system details here so that you can see what
else might be wrong...if the computer is as old as the video card though, it might be a big problem
