I have a computer shop.

my problem is: "is there anyway i can restrict users from downloading programs without my permission?" it's realy a pain....

Firefox browser
IE 6.0

Not sure how in Firefox but in Internet Explorer you could do the following.

Go into internet options then click on security tab. Highlight Internet then click on custom level.

Scroll down the list to Downloads then change them to disabled.

Click OK and do the same (disable) for the Local zone on the security tab.
