You need to supply us with more information. How are you connecting to the net - dialup or through DSL/Cable? In any case, right click on the Internet Explorer icon on the desktop, click on Properties, then select the tab Connections. Click on the Lan button and then look to see if the Proxy entry has a check in it. If you are not using a proxy, clear the check. If you are using a proxy, click on the Advanced button and put in the proper values.
