Is the LGPL the same as the GPLv2 and v3? I mean, is it involved with the FSF and the same kind of intentions?

Yes, the LGPL is basically a less restrictive GPL license:

I just had a quick read of the Wiki: Does this mean it would be ok to show excerpts of topics as long as they are not altered. If they are altered, then these alterations also have to comply with LGPL?

It means you can download the CompatDB compatibility database from the mirror and use it in both open source and commercial projects for free
