You need to list some specifics like - video card, memory, CPU name and speed, operating OS, etc.

I had the same problem with my Red Alert 2 running in Windows XP Pro (Service Pack 2). I eventually solved it by editing the desktop shortcut to run in compatibillity mode for Windows 98/ME - and the Skirmish mode worked after that.

You may also want to try updating the game to release v1.006 (Current version at time of writing) - these patches can be downloaded from one source I use : http://videogames.yahoo.com/gamefiles?cid=1990437526&tab=files&page=0&eid=-1
