is there a way to remove the built-in users?

you can disable them if you don't want them...

When I try to disable the administrator account I get an error message that says: "The following error occured while attempting to save properties for user Administrator: Cannot perform this operation on built-in accounts."

You can only disable the GUEST account. You can, however, rename the ADMINISTRATOR account.
