Win2K Telnet user rights

Greetings all!
I've been trying to tune up some network services- ftp,www... all works just fine! No reboot, no nothing- install and play :-) he-he.
But one thing bothers me- telnet.
Whenever I turn on telnet- anyone with telnet client can enter the system! He just has to know the name (any name!), written in my users list and have same rights as administrator, even a Guest!
Has anyone any idea where the user rights are defined for telnet?

if you dont want people to get in with telnet, just turn off the service. or when you are on it, you can turn on the monitor so you know when people are on it, so you can kick the.
