Irritating Browser Pop up

I have another Internet Explorer Question (although this may apply to Netscape).

Is there a way to keep new browser windows from opening when you click on a link?

Alternately, does anyone know the scripting code, or by some other method of giving Internet explorer sessions different proxy server settings?
