NT Server 4.0 & Frontpage 2k problem

I've used Frontpage 2000 on my Win95 machine with no problem. The problem i'm having with my NT Server is that when I select one of the default "Themes" that are included in Frontpage, and I click "ok", all that appears is the background of the theme and not the -----> Banner,Forward button, Back Button, Lines or anything. Thanks for any ideas on this one.
