Modem!!!

I have a strange problem (well i think it is strange), befor booting up windows2k to go on the net, i have to turn my modem on (external USRobitics Courier) as if i turn it on in windows, windows dosnt detect it being there so i have to reboot again! and also if i boot with it turned on and it does a scan disk and then goes into windoews it also dosnt detect it.
Anyone know away of solving this problem?
