PGP 6.5.2a and RC3?

Has anyone tried using PGP with RC3? It doesn't integrate itself with Outlook expess on my machine. It throws a error when I go to send a email I clicked to be encripted.

It works fine on my win98se machine.

Also, I am new to encription, is PGP the best program to use? I.E. is it safe?
