syncing to monitor refresh under d3d, v3

Has anyone figured out how to turn of the monitor refresh syncing for direct 3d. Seems like all the win2k overclockers for the voodoo3 have this feature disabled. (I use Gary Peterson's Voodoo3 Overclocker) I've looked everywhere and can't find any way to do it.
