Is there any sort of program out there that tests if a hub is bad ? As in bad i mean it like disconnects you from the network every few hours or bad packets are being sent across it. Thanks.

Not really.
You can buy "managed" hubs that have sufficient intelligence to determine what is happening and report it.
Perhaps if you explained what the actual problem you have is, together with you hardware config and what you've already done/tried, we might help further...
