Need some serious help

Guys, I really need some help with my system.

I have Windows XP Home edition. Here are the issues I am facing:

1) Admin Tools>Services shows NO services running on my local system
2) Can not access Phone and Modem or System from Control Panel it keeps giving me the following error:
"An exception occurred while trying to run "C:\Windows\system32\shell32.dll,Control_RunDLL "C:\Windows\system32\sysdm.cpl",System"

Furthermore my machine just won't allow me to run any dll files or cpl files those the above mentioned files are already in the respective folders.

3) I'm getting the following error:

svchost.exe
"The instruction at "0x77e37eff" referenced memory at "0x7737eff". The memory could not be written
Click on OK to terminate the program
Click on CANCEL to debug the program"

Guys I've run Avira AntiVirus personal edition, ccleaner as well to save my OS and somehow retain it without having to reinstall it. Please I need some serious guidance here. If any of you can help, I'll be deeply obliged.

I'd suggest performing a repair of the OS. You can do this with the installation disk. Boot to the CD and run the program. When prompted, perform a repair.

This is your best bet before having to take drastic measures.
I swear, troubleshooting is a science: the best discoveries are always on accident...
