Is it any good and how critical are the bugs?

Bugs are minimal and were already introduced in the Win32 version. Lack capability with Win32 Servers and not many Dedicated Linux server is more the issue right now.

Is Serious sam the same gfx engine as UT2003, Americas Army?

No, they are based on the UT and UT2003 engines....croteam used their own engine.
