simcity 2000 on xp

I've read another thread...and tried all of the above - but still can't ger it working my error message is

D:\SC2000.EBG\INSTALL.EXE
The NTVDM CPU has encounteres an illegal ubstruction.
CS:c000 IP:00ac OP:ff ff ff ff ff Choose 'Close' to terminate the application


Am stuffed as to know what to do!
