Windows Server 2003 Problem

K guys i need your help..

Im running Server 2003, and when it boots up eplorer.exe isn't running.. when i try to run it it says something like:

Windows cannot access the specified device, path or file. You may not have the appropriate permissions.

I'm logged in as Administrator..

the top part of the error shows a regestry key and if i look for it in the registry it's the shell32.dll file.. i tried replacing it with a new one, but im unable to do so...

Boot off the Windows 2003 CD and do a repair install to see if that fixes it.
