Need Help with Anonymous Proxy...

Hi, my situation is quite complex. I am wondering if it is possible to make a proxy with a random IP address. If it is in any way possible to program a proxy with a fixed IP address for clients to connect to, but a different dynamic IP address for data going to the site being requested by the client. Any thoughts
