Tie Fighter help on Win2k... I need to find ACT 3.0

Hey, I'm trying to install the Tie Fighter Collector edition on my Windows 2000 system. It keeps asking me to install direct X 5. I've downloaded the patch to fix this, but you need Windows Applications Compatibility Toolkit 3.0 in order to use the patch. I tried to download ACT 3.0 from microsoft.com but they don't have it up anymore, you can only download ACT 4.1 which is for XP and 2003 NOT win 2000.

So if anybody can help me find a copy of ACT 3.0, or knows a workaround without it, I would REALLY appreciate it. Tie Fighter is one of my all time favorites.
