Making Windows 2003 act as a router

Good day people,

I have a silly question. how do you join 2 networks with different ip's on ONE network using Windows 2003 acting as a router?

I would like to join these two ip ranges as one 172.18.0.x (main office) and 172.18.1.x (branch). if anyone knows how to do this without multihoming i would really appreciate it.
