Disabled Norton 2003

After switching on windows XP, Norton Security 2003 disables itself.
I am unable to unistall Norton as it denies me administrator rights.
Using Synmantec downloads I have managed to uninstall it and then reinstall Norton from my CD, but the problem reoccurs.
I have only recently moved to BT broadband
Any suggestions?
