Proper CPU Speed...?

I Recently boaught an AMD Sempron 2400+... I installed it, and everything was fine until I noticed that in windows the processer is stuck at 995-1000 MHz... I know that this is way to low, it should be (according to the box) around 1.6 GHz..

I heard that AMD Down-clock their processers to prevent burn-outs. Is there something I should change in the BIOS that will set it to the proper speed?

the proper stepping for the Sempron 2400 is 10x166 so go in your bios and set it up accordingly
note that you might need to flash your bios but since the cpu is actually detected i think not

Also note that some Athlon motherboards has a FSB(Front Side Bus) jumper block to set instead of a BIOS setting so check this out as well.

It would help to review the motherboard manual, either the printed one or if it's an online PDF doc on your drivers CD.
