Through IE's address bar?
Wait, you don't want to go through OWA, but rather to use outlook?
Maybe, I'm confused. What is your school do you go to?

If you upgraded to Exch 2003 you will need to make sure you are using Outlook2003 with your machine at the latest patch level.
Then you will need the server to allow RPC over HTTP and then configure your Outlook client to use this process. Here are a couple of links to help out:
http://www.petri.co.il/configure_rpc_over_https_on_a_single_server.htm
http://www.petri.co.il/configure_outlook_2003_to_use_rpc_over_http.htm
This will allow complete synchronization of all of your Outlook folders as if you are on the local network.
