direct x 9.0 download failure everywhere

Im trying to download direct x 9.0 and when i try to download from microsofts website it says cabinet file cant be trusted during initialization.also have new dvd burner and needs direcct x 9.0 but on the instalation disk the direct x download stops and sayshas not passed windows logo testing.please help
