hiding folder options

i have read over the internet a way to hide the folder options under the tool menu in explorer but it only affects the user who implemented it. If i change to another user the folder options doesnt dissappear. it only affects the user who hide the folder options. how can i make all the users folder options hidden?

Maybe by using "Group Policy Editor" or as I mentioned before, the ".default" user.
