i wanna use the software such as WinMx and Bittorrent
But the BT programme just show me there are no seeds and zero d/l , u/l speed
What can i do to solve this?

If there are no seeds then no one is sharing the file, or your firewall/ISP/BSP is explicitly blocking the BT ports of 6881-6889.
Edit part: I missed where you said it was your school firewall. You could beg the firewall/system admin to allow you to download "questionable" content, and thereby placing the school liable for your actions, but I wouldn't be too optimistic on that approach. Any other means of circumventing in place protections will likely get you reprimanded, possibly severly depending upon local laws/school policies.
