ok, I have using an older system running on Win98SE. I downloaded the required drivers need for SanDisk usb flash drive and ran the setup to install it. But USB port does not recoginze drive. I have manually tried to add the new hw but I receive error message that driver is not available. Not sure what the problem is? Though new hardware is backwards compatible with usb 1.1.

USB hubs + 98 SE = Possible problems
i had similar problem trying to make my computer detect the driver.
The solution might be:
1) reboot, press F8, goto SAFE MODE, remove the unknown devices found under USB HUB,if any,(only if u know what u are doing, i assume no responsibility for anything u do from following this!). Now plug out your USB cable, start the installation program(the one you would use to install the driver), exit the program, plug in the usb, it should auto install or tell u detects hard ware and installation would thus be successful.
2) copy the driver files to your hard drive and install from there, and keep trying and trying till it works(that is the only way).

hope it works for you...
