Has anyone tried installing Mandrake Linux on a External USB Hard drive. Please provide instructions.

This isn't exactly what you want, but it's a start:

It's about installing Gentoo to an external firewire drive. It covers some USB2.0 stuff though, and if you can install Gentoo, mandrake should be easy. Good luck!
