i have a folder that has nothing but garbage that doesnt do anything in my PCHealth directory....c:\windows\pchealth\uploadLB(which i dont think should be there)\binaries\uploadm...how do i get rid of that? it's an executable file

i run the task manager and it doesnt show up at all.

how do i install recovery console? look for it online or what?

i dont know, how do i figure out if its subordinate to it or not? keep in mind im only an amature! when you say %windir% do you just mean the main windows folder under C:\? if so then yes it is.
