compiler missing?

I've just installed Red Hat 7.2.

Trying to configure Apache to create Makefile, system tell me can't find a C compiler (like cc or gcc).
Gcc Lib dir is empty, so I can accept that it's true.

Now, just downloading gcc core anc objc, how can I configure and install it if the system not already have a C compiler on it?
have I searching for an rpm package? and where? I can't find it..

Download the rpms from either redhat or freshrpms.net. You don't need a compiler to install rpms.

I needed to install many dependencies, but now it's working fine.
