You guys are always so helpful each time I come on here.

I don't know if anyone can answer this with any amount of certainty, but I'm going to go ahead anyway.

If someone submits a site to the major SE's, i.e., Google, Yahoo, and the others, and then re-submits a few days or weeks later, would there be a penalty for this?

Again, just a written piece I'm working on and I find many different answers to this question everywhere. If I get any real answers, it will be here.
