could someone advise me on win2003 server

Hello,
i am a network noob. i have set up a small office network with xp etc but i want to use 2003server for a small network. But i need to know if it can do certain things so if someone could advise i would be extreamly grateful

1) restrict access to certail machines so that they may not use the interent (the server will provide access to the internet via ICS i hope)
2) prevent access of certain programs for certain users on the network (eg would i beable to ban things like msn messenger easily)
3)configure bandwidth
4)prevent certain users access to the internet but not the network resources
5)log what each user is viewing on the web and doing on the web etc

is there any tutorials on the web that would be for a beginner/intermediate networker? that could help?
