Many have been asking for a utility that allows you to
restrict access to your system while leaving the desktop
visible. You can find the Transparent Screen Lock from
e-motional.com software at
http://www.e-motional.com/TScreenLock.htm
This is the NT/2000/XP version. They also have one for
Win 9x/Me

Is this allowed? I mean a new user, his/her first post and they tell you to go and see their software... it's not like APK's case (his tools are free, if memory serves me ok), this is commercial software. So once, again, is this allowed?

I also can't understand why anyone would want a screen lock program that lets everyone see what you were working on when the screensaver kicks in.
If I lock my PC, I do it because I don't want all and sundry seeing my work.
And you're right, it shouldn't be allowed - APK is a long time member of this board, has a very large number of posts and he and his tools are well respected (but $10, not free)
