2003 server diect 3d not working how to enable it

Bill sent a homeboy of mine a free copy of windows server 2003 (Retail box no less! - Not for resale version)
.
I've been searching google and ntcompatible for him on how to enable direct 3d, to no avail. How is this done?

turn on hardware acceleration for your video card display setting / settings / advance / trouble shoot

have to turn on hardware acc. for your sound card as well if u want.
