DriverCache=Has all your drivers. If you delete it then when you insert new hardware then you MAY have to insert your XP CD.
Web- Has your wallpapers and the web page look of your folders.
Winsxs= "Windows Side-By-Side Assembly) IIRC, It's used for driver rollback and DLL conflicts. It's also used by Windows for other functions such as assemblies.
