Can't access Add/remove program

I get a message value creation failed " at line 432. Anyone know how to fix this??

**EDIT**
It will still not work under the primary account i use to log on but it will work under the Administrator account??

You might want to try running SFC, the most common error numbers are usually 410 (running SFC) and 472 (you're buggering around with XPs Visual Styles). I've not seen a 432 before.
