Grant Users/Groups Rights for Terminal Services

How do I grant a user rights to log onto a Windows 2000 Terminal Server in remote admin mode. In XP there's a group policy item that allows it but I can't find such a policy in 2k.

P.S. I would like to avoid adding them to the Admins group.

1. Administrative Tools
2. Terminal Services Configuration
3. Connection - RDP-TCP
4. Right Click, Go To Properties
5. Permissions tab
