Network Bandwidth Throttling for Users on my Network

Hello all,

I have a big question and an Ask How of doing Banthwidth Throttling!

I am running a home network of XP Pro. and there is 6 pc's on it.

I have one system which has my Internet Cable, then shares the Internet Connection to all the other computers on my hub.

But my %T^$(*# brother cannot help himself with downloading... and I have limits to maintain he downloaded 1200MB of Music Clips!

Can I setup something in Windows XP Pro / or any other OS that can Enable this, so I can say I want this User <Brother> to have a bandwidth of 10k/sec and Max 60MB per day?

if there is anything that I can use to setup this type of network throtling system, I would be very much greatful on any comments made.
