Windows 2000 Final Fantasy VII solution

I am trying to use the final fantasy vii solution for Windows 2000. I have done all steps up to number 5. successfully. Number 5 says to Run QFixApp from the Toolkit. Where do I find the Toolkit?

You must download Application Compatibilty Toolkit v2.6 from Microsoft. It includes other tools but the most important is in fact QFixApp. 8)

It only works/installs with Windows 2000 Service Pack 3!!!! 8)

If you have the newest versions, there is no qfix app. Instead, in the start menu, go to compatibility administration tool, and make a new fix from there.
