Just bought a samsung 766 cel laptop. I've got a nokia 3310, what do i need to be able to get my laptop to dial into my isp via my mobile (if that makes any sense

You can't....
Your phone does not have a built in modem. You have to either
1: Get a new phone like Nokia 6310 or above
2: Get a GSM Modem PC Card + Necessary Cable for your phone.

They both work out about the same price. 1 could be cheaper.
and if you get a new phone, you don't need a cable and could use the IR to hook-up:0
