NTFS and loosing "private" files

I've searched the forum and haven't found anything useful, so forgive me if this topic has already been discussed and I was unable to find it.

here's my Q:
What would happen to "private" folders if the OS dies? Will u be able to access those folders from another system, . . .?

If it's not crypted ,log on administrator and take ownership ,if it's crypted......too bad.
