could this be a BIOS issue or is it there way of saying "Well, you want win 2k, buy a new machine and you will get it"????

My uncle has said HP, he has the crappy POS restore cd that he doesn't want to use any more, we tryed to do a fresh install of win 2k pro and everything went fine until it restarted and the mouse pointer showed up but couldn't use it, after some finageling I got it to werk but after the next restart it went south again
