Tiny Personal Firewall problem

i have version 2.0.15A of the program. the problem is that whenever i try to open it, there comes the error message "Unable to connect to PersfEngine! - error 0x8007274D" - but it seems that the firewall is working, intercepting connections and asking whether to block a program etc. even though i am unable to change the options due to the error.

is there any solutions and has anyone received this error b4?
