out of memory message in dos

When I go to the dos prompt on our NT server, I get "out of memory" message when I try to view or edit simple text files (such as bat files). Performance monitor spikes to 60-70% usage just to open command line. This started happening after I used at.exe command to schedule tape backups. FYI: server has 912 mb of RAM

Any suggestions?
